In humans, yes, ....you'd at the very least need specialised organs to produce the physical reactions required. (I doubt the physical laws allow for anyof this anyway)
Assuming those specialised organs reside in the head then you'd need a very large head and a very large neck and a very large body... etc etc. Let me know when you have seen anyone like that...
